 Funding for Special Purpose Housing

To serve the needs of  San Diego’s most vulnerable low-income residents, the San Diego Housing Commission (SDHC) offers deferred loans and grants to nonprofit and community service organizations to develop housing in combination with social services programs. The populations served include the homeless and mentally ill, families leaving domestic violence, seniors and the disabled. 

The Commission’s funding is largely dependent on the Notice of Funding Availability (NOFA) published annually by the U.S. Department of Housing and Urban Development (HUD). Nonprofits seeking the latest NOFA information can join HUD’s listserv or electronic mailing list.

 Supportive Housing and Grants: 

Interim Housing:

Using funds from a variety of sources, SDHC supports various transitional housing programs where assistance typically is limited to two years. These programs house families or individuals that need support to overcome domestic violence, substance dependency, mental illness, as well as time to learn new job skills.  These programs are aimed at helping homeless persons become stable so they can move into permanent rental housing.

Short-term Facilities and Projects:

  • SDHC provides partial operating funds for the YWCA’s Cortez Hill year-round family shelter and the seasonal winter shelter program for singles and veterans
  • In 2010, SDHC will host a housing resource center operated by Housing Opportunities Collaborative at the first floor of the agency’s downtown headquarters

  Permeanent Interim Housing Programs:

Project-based vouchers provide rental housing assistance in conjunction with social services or case management. SDHC uses project-based vouchers for the following:

 1. Veterans Administration Supportive Housing - Case-managed housing for homeless veterans

 2. Becky’s House – Families leaving domestic violence

 3. Leah Residence -  Homeless and disabled women

 4. Take Wing – Homeless youth, including some with children, and youth leaving foster care

 5. Stepping Stone – Mentally ill homeless adults with HIV or AIDS and substance abuse disorder

 6. Towns People – Homeless people with HIV or AIDS
