Doing Business With Us

The San Diego Housing Commission (SDHC) contracts with numerous vendors and consultants.  They include:

  • Consultants for architectural, engineering, financial, investment and legal services
  • Development and construction contractors
  • Suppliers of office equipment, including computers, printers and copiers
  • Temporary employment agencies
  • Firms that provide building maintenance, landscaping, plumbing, painting, uniform supplies, storage, trash disposal,  janitorial,  security and travel services

As a public agency, the Housing Commission uses a competitive solicitation process to procure supplies, construction services, maintenance services, and professional services.

Note: Contacting Housing Commission officials in regard to pending contracts or requests for proposals may trigger reporting requirements under the city of San Diego’s lobbying ordinance. More information is posted at the City of San Diego’s Ethics Commission website.

Landlords

There are many advantages for apartment owners and property management firms that participate in the Housing Commission’s Housing Choice (Section 8) voucher program.

Mortgage Lenders

Mortgage lenders are welcome to participate in the Housing’s Commission’s first-time homebuyer programs.

Equal Opportunity

As an equal opportunity contractor and employer, the Housing Commission adheres to all applicable city, state and federal laws. The Housing Commission does not discriminate on the basis of race, color, religious creed, ancestry, disability, medical condition, place of birth, age, sexual orientation, gender, marital status or national origin.

The Housing Commission encourages contracting opportunities for certified Disadvantaged, Small, Woman-Owned and Disabled Veteran-Owned Business Enterprises. To pursue certification, contact:

  • City of San Diego’s Equal Opportunity Contracting Program
  • State of California Department of General Services Office of Small Business Certification
  • State of California Department of Transportation Business Enterprise Program

The Housing Commission does not conduct certifications, but rather recognizes those issued by the entities mentioned above and by other certifying agencies.

In addition, the agency also offers training and support for low-income housing assistance residents who currently operate or want to start their own businesses.

Section 3 Program

The San Diego Housing Commission and its contractors provide job training and employment opportunities to eligible low-income individuals in San Diego County. In addition, the agency also offers training and support for low-income housing assistance residents who want to start their own businesses. This is part of a federal regulation known as “Section 3: Economic Opportunities for Low- and Very-Low Income Persons.”  To learn more, view the U.S. Housing and Urban Development Website.

For more information on the Section 3 program, contact the Housing Commission’s Maurcell Gresham, maurcell@sdhc.org (619) 578-7485.
